Google Fi is Google's US mobile service, so people living in Hong Kong generally can't sign up. You'll need to be a US resident aged 18+, have a physical US primary home address, activate in the US and use Fi mainly there. If you qualify, use this page's referral link and code M0APFR to get US$60 towards your Fi bills. Google's official Referrals page says the credit comes after you pay your first month's bill.
